The solution included features for establishing and updating participant profiles, electronic document management, management of staff, capacity building, data analytics and dashboards, and administering micro loans to rural entrepreneurs. The upgraded solution had to be capable of coordinating the activities of the 7.6 million participating groups including more than 80 million users and be capable of scaling to accommodate additional state and national programs. The modernized solution was required to support both online and offline services through desktop and mobile devices.

Scope of Work:

The scope of the award included the provision of a wide range of technical resources to support stabilization and testing of the existing platform for national deployment, implementation of various new features and upgrades, expanding multilingual support, implementation of extensive data analytics and dashboard capabilities for program management, and ongoing operations and management of the platform, including security and infrastructure. Details include the following:

  • Stabilization, testing and national level deployment of the core application and its 6 use cases including system review and usability check.
  • Ongoing optimization, customization, and subsequent enhancement of the application and the use cases as subjects to receive feedback from the field.
  • Integration between the platform and national identification system including validation mechanism for members who are registered in the application.
  • Operation & maintenance of the overall platform including system software, application software, data, and other Infrastructure.
  • Enhancing the UI/UX of the platform by creating a more user-friendly self-sustaining processes and interfaces.
  • Redesign and enhancement of dashboard and reports module to support data sharing and informed decision making by stakeholders.
  • Management of firewall and security services at OS, database, and other layers to national IT security standards.
  • Application integration with other systems using APIs.
  • Integration of payment gateway into the system to manage business transactions for program participants.
  • Enable cloud integration, data migration and scaling to 500,000 bookkeepers across the nation.
  • Design and implementation of features to support integration of state programs and program data.
  • Creation of workflows for approval of profile changes and applications for services.
  • Technical support and training to support rollout to all user types.
  • Application implementation in field and evaluation from user feedback and help desk support.
