Background: 

Trigyn’s client, the government of a city with a population of 400,000, faced significant challenges in managing public safety during its annual festival, which attracted over one million visitors in a span of a few weeks. The city’s police department sought a technology-based solution to improve public safety, manage crowd control, and ensure smooth traffic flow throughout the event. Given the scale of the festival and the influx of visitors, traditional methods of monitoring and crowd management were no longer sufficient.

The client turned to Trigyn, known for its expertise in Smart City Command and Control Systems and Intelligent Video Analytics, to design and implement an advanced system capable of meeting the city’s safety needs. The goal was to deploy a solution that not only enhanced public safety during the festival but could also be used year-round to improve the city’s overall security infrastructure.


Trigyn Approach:

After a thorough requirement gathering and analysis, Trigyn recommended a solution that combined Smart City Command and Control Software with Intelligent Video Analytics. This system allowed for the integration of multiple Internet-of-Things (IoT) technologies, enabling real-time data collection, analysis, and response management.

Command and Control Centers: Trigyn’s solution involved the creation of two Command and Control Centers—a primary security-focused center at the main police station and a secondary satellite command center for managing traffic control. The command centers served as the nerve centers for coordinating security operations across the city, particularly during high-traffic events like the festival.

The primary command center was equipped with a robust video management system that consolidated live feeds from cameras installed throughout the city. The satellite center focused on traffic management, ensuring smooth vehicle flow in and out of the city during peak times. Both centers were interconnected, allowing for seamless communication and data sharing between security and traffic teams.

City-Wide Surveillance: City-wide surveillance was critical to the success of the solution. Trigyn deployed a network of CCTV cameras and Automated Number Plate Recognition (ANPR) cameras across key locations. The cameras were strategically placed to monitor high-traffic areas, festival zones, and major intersections. Given the city's historical infrastructure, running cable for the surveillance system was not feasible. 
Instead, wireless technology was used to transmit video feeds back to the command centers, significantly reducing installation costs and complexity. This wireless infrastructure ensured that video data could be transmitted in real-time without requiring significant physical modifications to the city’s existing landscape. It also provided flexibility for future expansion as the city’s surveillance needs evolved.

Intelligent Video Analytics: A key component of the solution was the integration of Intelligent Video Analytics (IVA), which allowed for real-time analysis of video footage. The IVA system monitored the incoming video data to detect suspicious activities, traffic bottlenecks, or safety risks. This capability enabled law enforcement and traffic control teams to proactively address issues before they escalated.

The IVA system was designed to identify specific patterns of behavior, such as loitering, unattended packages, or large gatherings that could signal potential security threats. When the system detected such activity, it automatically generated alerts that were sent to command center staff, prompting immediate investigation and, if necessary, intervention by police.

Quick-Dial Emergency System: In addition to video surveillance, Trigyn implemented a quick-dial emergency phone system, providing citizens with an easy-to-use hotline for reporting emergencies. The system was managed directly from the command-and-control centers, allowing for rapid dispatch of police or other emergency services as needed. This feature enhanced the city’s emergency response capabilities and provided a direct communication line between the public and law enforcement.
