Case Study: National Foreign Work Visa Portal

Trigyn’s client was a national government agency with the mandate to protect the interests of its citizens who wish to emigrate to certain other countries for work. The government client had and existing program that regulated the activities of domestic and foreign employers, recruiting agents and other parties recruiting the country’s citizens to work in certain foreign countries.

 

Although the client had implemented a technology solution approximately a decade ago, the government saw an opportunity to expand the performance and capabilities of the legacy solution by incorporating current digital technologies. The client was seeking a modern hardware and software solution to:

 

  • Ensure convenient, on-demand access to program services prioritizing reliability, efficiency, transparency, and accountability.
  • Replace manual processes with automated e-services.
  • Reduce processing time through the electronic delivery of services via the portal.
  • Minimize citizen/stakeholder visits to government offices for service access.
  • Foster efficient two-way communication between government staff and stakeholders through the portal.
  • Improve public perception of government and its department.

Trigyn was engaged to design and implement the new solution including custom software development, hardware, training, and ongoing maintenance and support. 

 

Trigyn Solution:

The project included two phases:

  1. Onboarding. This including studying the legacy system to understand and documenting program policies, processes and procedures and assume management of the legacy system.
  2. Implementation. This phase spanned implementation and operation of new application including:
    - Design, development and testing of the new core application,
    - Supply, installation, configuration, and commissioning of hardware and software for a dedicated infrastructure solution including data centre and separate disaster recovery site,
    - Commissioning of network connectivity,
    - Migration of legacy data,
    - Change management and stakeholder training,
    - Operation and maintenance of application and infrastructure as per client service level specifications for 5 years,
    - Production and issuance of emigrant ID cards.

The solution was built in adherence with client technical, security and privacy standards.

- Multilingual program information and user guides by role.
- Registration and permit processes for various emigrant types, recruiting agencies foreign employers and - - - Indian entities seeking to send Indian citizens to work abroad.
- Live chat integration for user support.
- E-commerce solution for sale of mandatory insurance of emigrant workers, and payment of program-related fees by employers and recruiting agents.
- Insurance claim initiation process for workers.
- Feedback forms to provide feedback on employers, recruiting agents and other stakeholders, and to initiate a grievance process.
- User access controls and credential management.
- Recruiting agent registration and workflow.
- Employer registration and workflow.
- Emigrant registration and workflow.
- Workflows for various client departments and diplomatic missions.
- Custom workflows for specialized job types.
- UI for helpdesk staff managing user inquiries.
- Coordinate worker participation in pre-departure identity verification and training program.
- Content management capabilities to update portal content.
- Responsive design and mobile application to facilitate program to support service delivery through mobile devices.
- Document management capabilities to facilitate systematic indexing, storage, and retrieval.
- Data analytics and reporting capabilities.
- Support for communication via SMTP email and SMS.
- Integration with various client government systems and those of the labour departments of selected foreign governments.

 

Technologies Used:

Outcome:

Trigyn delivered a comprehensive solution that successfully expedites, and effectively manages, the processes relating to the recruitment and placement of its citizens in foreign work assignments.
