Trigyn's direct government client in Arlington, VA has a long-term contract assignment for an IT System Implementation Project/Program Manager (HYBRID).
Description:
The department is seeking a highly qualified professional to serve as project manager for the implementation of two new commercial off-the-shelf (COTS) business systems or a single system with - customer service and case management and homeless management information (HMIS) components in the Finance and Information Systems Division.
The project manager will lead the implementation of a comprehensive, integrated, homeless management information system and client case management information system. The systems will securely store and manage an array of human service client demographic and programmatic information. The management systems will include components for client registration and profiling, case management, enrollment and waitlist management, and staff training. Specifically, the Project Manager will:
• Facilitate and track development of functional requirements defined in the contract
• Establish vendor, IT and business partnerships to support system implementation
• Develop and monitor the detailed project schedule and work plan
• Demonstrate that all system requirements are tested, verified and implemented using a traceability matrix
• Coordinate the overall project and manage resources in an effective and efficient manner
• Utilize industry best practices, techniques and standards throughout entire project execution
• Develop and implement a communication plan to keep all stakeholders informed of progress, challenges and status
• Measure and report project health, risk and performance to identify areas for improvement and risk remediation plan.
The successful candidate will be an excellent and frequent communicator (orally and in writing) and have expertise using Microsoft Excel and/or other project management software, strong familiarity with project management methodologies and best practices, experience developing project presentations to stakeholders, proven ability to solve problems, experience seeing projects through the full life cycle, excellent analytical skills, strong interpersonal skills and extremely resourceful, and proven ability to complete projects according to outlined scope, budget and timeline.
QUALIFICATIONS:
Minimum:
• Bachelor’s degree in Computer Science, Information Technology, Public or Business Administration or a related field
• Five or more years of project management experience.
Substitution:
• Additional directly related qualifying experience may be substituted for education requirement on a year-to year basis
Desirable:
• Business knowledge in Department of Housing and Urban Development Homeless Assistance Programs
• Experience in a technology field related to human services, local government, or nonprofits;
• Project Management Professional (PMP) certification.
• Previous exposure to Customer Experience
• Advanced degree in a related field;
